Default Heater blowing cool/luke warm air

1997 1.8t.

I have bleeded air from the heater core. The thermostat is new. The flap in the climate control is moving properly.

It has been doing this for 3 years now. The engine was changed last year. It did it before the engine was changed. It still does it. Why would it still be blowing cold or luke warm air air?
I checked the code. The 1c code is 22.1. I don't see that that makes any sense.

Does anyone have any ideas?

The coolant temp reaches exactly at the middle of the gauge as it always has. The thermostat is new.

I would expect both hoses into the heater core to feel like they are under pressure when I squeeze them when the engine is running and warm. But, when I squeeze the hoses, they don't feel very hard. Also, when I pull one of the hoses off when the engine is running, the coolant is barely flowing. If I were to take a heater hose off of my mustang when the engine is even a little warm, there would be a geyser of hot coolant and steam and a visit to the ER.

Yeah there should be a bunch of hot coolant flowing through that heater core. Here is what you should do, remove the battery and dis-connect both of the hoses. Used a compressed air gun and try to blow out the heater core (you might take a bath in coolant doing this) its worked for me several times. Trust me, you don't wanna change the damn core, not fun.

Same thing happened to me, tried to unclog it and everything. Ended up being the heater core just needed replaced (too clogged) Cost 1200 (900 was labor)

Just for clarification (because I'm having this issue as well) are the hoses I've circled in this picture the hoses to/from the heater core? They should both feel pressurized when the engine is running, yes?

Sorry for the poor image quality, I'm at work and it's really dim in the parking ramp here.

Even if blockage is the problem, why are BOTH hoses not pressurized? Wouldn't the hose that goes into the core be presurized?
