if vise grips dont seem to grab it.. then grab a small grinder and grind two sides.. makeing it so that a wrench could fit on it.. then take it out that way.. just be careful with the metal shavings if you take this route

Regarding your bolt problem.... If the bolt is screwed in, remove it using the procedure in reply 9, above. If it's pressed in rather than screwed, cut it off, drill it out and retap threads in the hole. It's easier than it sounds. BE CAREFUL OF METAL SHAVINGS!!
