Scratch the N80 valve then, its gotta be a vaccum check valve (sounds like the engine is sucking in air).
Just get a check valve from the audi parts department, bring it with you and they will match it up easilly.
That WILL fix your car, when those go you get a massive vaccum leak and the engine will barely run.

They are actually used a several places in the vacuum system. You can get them at the dealer (duh!) or any on-line parts site. ECS tuning has them for $21 each. They used to be cheap (~$6) but the price changes with demand--very typical of VW/Audi parts. The part number is 058 905 291 and you may be able to find them cheaper at www.1stvwparts.com or www.worldimpex.com.

If your car is running very badly, you may have a failed ignition controller--that's the piece that sits on top of the air box with cables plugging into each side. It's close to where your hand is in the picture. '99s use ignition controllers and later models do not--later models just have a problem with failing coils. However, when one of those things go, the car hardly runs at all.

blah well...

I changed the valve, didn't help.
I changed the O2 sensor (I figured it was about time anyway, its at 100k)
I also changed a piece of vacuum tubing that had a leak in it, it's still having the same problem. My exhaust smells super rich in gas, and the shaking is still there.

Oh Audi gods please help me

Swap cyl 1 coil pack with cyl 2 and see if the imsfire follows the coil pack. If not, its probably a bad ICM (ignition amp) like you are saying. I also had a rotted out/melted check valve from the same location I found last week. The valve still functioned on the inside so I just taped/bandaged the valve around the outside to make it air tight. I wasnt able to hear a leak from it with the engine running... I made a boost leak tester.
