Yes, 18" is perfect for a b5. 19" for a b6. Make sure you get a drop, or it will look stupid.
this may sound stupid but how do you drop it?

I mean I know if you get the one eibach sports suspension, it will go down 1 1/2 inches, but is it possible to do it without a new suspension?

No, you need new springs, or coilovers. I chose neuspeed race springs w/ bilstein shocks for my b5. The neuspeed race gives about a 2" drop. The sport gives about a 1" drop.

well no, not necessarily. when i put my 18"s on, it will make it sit lower, therefore look lower.

no it wont, it will make the car look like a frickin 4x4 if you dont put suspension on. the increased wheel size does nothing to make the suspension sit lower, it looks inches higher in most cases, never lower. especially if you dont have the sport package.

the only way to make your car sit lower is to drop the suspension. 18's will make you car look like an old Eagle on a non-sport. LOL

I almost got the Supermesh too, but they had sold out in the US at the time.
They are sweet wheels - but be careful about BBKs - not sure if they will clear.
