those are on all 96-97 A4s..only a few 1.8s have them because they didn't make a 1.8 in 96 (at least not here in the US)...there is an indention and also a hole if you remove them, so they have to stay unless you want to have them professionally shaved, which isn't really worth it imo...they're a bitch to get off, you'll probably have to break the clip that holds them in there...just pry on it (gently, you don't want to bend your fender) until it snaps out.
