should you get a warning light come on when turbo isnt working, noticed a bad loss of power and just got local garage to check it out,they said turboturns freely so isnt seized ,but it isnt working.any tips on what to do next !

Is this a euro mechanic? they don't know what the problem is? waste gate actuator? if you were in limp mode it should throw a code. -

 

Maybe you have a boost leak check your vac lines and see if any are lose broken, then see if you are throwing any codes
