Is the wire with all the arrows pointing(thick black wire thats cut)to it a 12volt current..When the iginition is turned to the on position, there is 12v going to it, and when then ignition is off there is 0v going to it. If thats not the right one, which one is it?

 

its a 12v acc wire.
