Does anyone know how to remove the instrument cluster to change bulbs?

pull off the trim underneath the cluster. Then remove the two screws. The cluster should pull out with a little finagaling. One you get it out a little bit, you can remove the cables from behind it.

*edit* oh now I see you have a 2003, so those directions may not be right.
