Scratching noise coming from front end
Haha yea I have heard of people who have had that problem as well. The strangest one was a bird, it started making a nest next to this guys air-filter. I cant remember what kind of car he had but i know he had issues with it after he found out the hard way that a bird decided to make home in car.
new2me.. performance is lower...not sure about the power steer but maybe i just haven't noticed. might be slight. I just replaced my t-belt...
so unless it might be another belt?
its a metal to metal kind of scratching sound but not thick enough metal to be something big (as in thickness of the metal)

How long after the t-belt change did this start? One of the tensioners could be on wrong. Sounds like the belt is either to tight or the belt is on wrong. Maybe you put the belt over a pulley instead of under. (not sure if that made sence)

yeah the sound is like when you need brakes at stop signs... and only when the engine is revved up and stationary the car wont make a sound... its high pitched...

Ok, the car is in neutral, the parking brake is set. You rev the engine hard, do you hear the screetching sound?
Yes says its something with the engine.
No means it only makes the sound when the car is moving and we can start looking at parts other than the engine.

The sound of a loud dentist drill is a bad turbo as noted above.
Squeeling sound similar to brakes can be a belt slipping. It shouldn't be your timing belt since that has teeth on it. Could be your V belt. This belt should have been replaced when you got the Tbelt done.
Those are my only two suggestions as of now.

I know it sucks but you have to put the car into "service mode" (bumper and all off)
Get someone to start the car and rev a few times while you listen.
Take pics for us so we can see the way the belts are put on, and inspect all the pulleys.

I was thinking he just had a shop do it. If a shop did it, you can take it back to them and tell them about the sound and have them fix it. It may have something to do with their work.
If he did it himself, then yes it may be time to get in there and take a pic. Thats a ton of work for a picture though.

LOL yea it is a lot of work for a pic. I guess he could inspect from top and bottom just to make sure the belts are good. However, he still needs to take off the front to fix it. (right?) My impression was he did it himself otherwise like you said take it back to the shop.
