Default Sticking E-Brake...

Well, like stated in the title, it feels like my E-Brake is partially sticking... I'll start the car up after it being parked, I'll put the E-Brake down, I'll get going, and it will feel heavy. So I let off, and the car stops like I pulled the E-Brake slightly, even on declines. Then I pull up the E-Brake partially, and it feels like nothing's there until half way, then it starts to click and grip. Then sometimes when I let it down again, the tension's gone.

Any idea what may be causing this?

I have had this happen before too, it was caused by a little water in the cable housing and freezing in winter, I let it thaw in the garage, and lubed the cable.
