times for chipped 1.8t

Chips are nice but I definitely wouldn't call it fast. My GF says that it "throws you back" though.

Yeah, chips make an unbelievable difference, but the car's so slow to begin with that it's still not near what I would consider fast. Regardless, there's PLENTY of potential for some high HP numbers and some VERY quick times, given enough time and especially enough money.

With about 2-3k, could a 1.8t be built pretty solid, making it a realatively fast car? Would a 1.8t with about 2-3k in it be as fast or faster than a chipped 2.7t?

I'd say with 2-3k into a 1.8t it would be considerably faster than a stock 2.7t. Obviously it would depend greatly on what you do with your 2-3k but if you do the work yourself, you could probably get well into the 300-400 awhp range. You better hope you have a quattro though when you get into those HP numbers.
