upper and lower links

I would like to know more about links, apparently they are both front and rear of the car. What do they do? What are the effects if they "wear out" and are not replaced? Is it a safety issue? Is replacement something you must leave to stealerships or can any reputable mechanic do it? TIA ... Greg

Are you talking about the control arms???
