Will a bad turbo throw a CEL?

Will a bad turbo throw a CEL?
I put my high flow cat on and it helped a little bit but there is still a lot of power missing. It feels like the turbo wont kick on. The turbo kicks on every once in a while and throws me back in my seat but 90% of the time i dont feel it kick in. If the turbo is bad or something with the turbo is bad will it throw a CEL?
