You need to find your state's official law - these two sites provide an unofficial summary only. Also be aware that the tint laws generally apply to any car located in the state - yes, if you are just driving through you can get stopped. Stupid but true.
FYI, my tint is 35% which I consider the perfect balance between privacy and visibility.

RE: window tint
I have 15% which is pretty dark, but there are still times when it looks like 35% in certain lights. I wouldnt go any darker but from what you have described as what you are looking for, 35% sounds good.
oh and i paid 200 for mine.

RE: window tint
I got 5 percent on all four of my windows. its the cleanest thing ever. unless the sun is BRIGHT, and BEAMING through the front windshield...its pretty much impossible to see through my windows, day or night. its incredibly clean. i got a 6" banner on the front windshield. people are pretty much in AWW over my tint. It's also another form of sunglasses.. so i saved money their too. it also makes my chrome trim stand out beautifully.
i think its almost pointless to get tint if you dont get it dark...why spend money on 35% tint...the point of tint is to make your windows darker so people cant see in...anything above 20% is pretty much pointless...you can see right through it...

RE: window tint
The law posted at www.tintdude.com, at least for Illinois, is accurate and current.
No tint is allowed on Front sides.
Any tint is allowed on Rear sides and back.
6" from top on Front Windshield.
I know several State Troopers. They have confirmed it, all have recently been made aware of it and they will stop you for that alone. Ignorance is not an excuse for disobeying the law. They will make you remove it and give you a nice little ticket.
I think it stinks too but my car is my life and means of income.
Apply tint at your own risk!
