Windows only operate from drivers controls

Windows only operate from drivers controls
2007 Audi A4
The passenger and rear windows can only be opened and closed using the driver controls. I have already replaced the Master Power Passenger Window Switch on drivers panel.
Any other suggestions on what could be causing this, could the individual switches have been shorted?
