Is there a way to use the windshield washer function without spraying the headlights all the time??

Read your owner's manual. The headlight washers won't activate un-less the headlights are ON.
If they are coming onwhen the headlights are offof you got problems.

I am in Canada and the car was originally for the U.S so now the headlights have been made to work like daytime running lights. Would this be why?

I guess, if the low beams are always on, that means the headlight washer relay is activated so they would activate so yes.

Anyway to disable the headlight washer relay. maybe pull a fuse or something. Idon't really like that feature becasue the windshield washer fluid goes all over the cars hood!

You can't take out the relay because it powers other systems, but you can take out the fuse thats located on the driver's side by the cluster.

What if I disable the daytime running lights and put the car back to US specs? btw howdo I do this? The dealer I bought the car from rigged up the lights to be always on so they can pass inspection in canada.

Man i don't know, i would imagine the tech re-wired the headlight switch to ignition switch power.
I never had to do thisbut i would assume there might be a specific process in canada for this, i would ask one of them.

I read on the quick reference guide that the daytime running lights for canadian models are only supposed to be the fog lights and the tail lights not the headlights.I wonder how i could change the wiring sothey run properly.
