Default Another question about intermittent relay

I read a lot about the hazard relay buzzing, seems common and an OK replacement.

Just not sure if my relay issue is the same thing.

Relay cuts in/out at any duration between 1/4 second and 3-4 seconds per in/out.
when itcut's in it seems to effect the cooling fan and the volt meter on the dash clearly drops to 12.x volts, infact all the dash lights dim a little, then click, and it jumps back to 13.X volts.

Is this the same issue as the hazards?
If not, any ideas?

Change the relay first, if its still buzzes, disconnect the relay because the turn signal stock is shorting it out. Change that and you should be good to go.

OK, will get a relay.
What is the 'turn signal stock'? wiring or the lever assembly?

Thats the actual lever for the turn signals.
