Axle bolt torque

Axle bolt torque
I did my CV boots, tie rod ends, and boots yesterday.
I read that the torque for the axle bolt is 90ft lbs then 180 degree's.
There is no way that bolt is going 180 degree's without breaking something.
I torqued it to 90 and got it to go 30 degree's with a 7ft breaker bar.
My thought was it was to set the bearing in place but its already set in the knuckle so why so much torque if your not moving something?
Thats also not a torque to yield bolt, if it is its the most expensive and fancy one I've ever seen.
I plan on periodically checking it but did anyone else put that much torque in theirs?
