The car is a 99 A6 Avant 2.8l auto

I just finished up swapping in a used motor - the old one had blown a head gasket.

It cranks over great but I'm not getting any fuel. When I tested the fuses the fuel pump fuse and one of the ecu fuses have no power, another has only 5v?

There is spark which confuses me even more.

The radio will not power up.

I can't establish a connection with my scanner either.

I've gone through every plug and ground but can't seem to find anything out of place.

Any help would be greatly appreciated
