Default Engine whine

My 1998 Audi A6 Quattro whines upon start up, and does it for awhile until warm. I unplugged the secondary air pump and it still did it. I did empty the power steering reservoir and put in clean fluid. Any suggestions? Also there is a ticking noise coming from the mass flow air sensor area and the car seems to surge when driving. The rpm goes up and down 200 - 300 rpm under constant throttle.

The ticking is a purge valve. Remove the plastic covering the air box.
Does the whine seem louder as you turn the wheel?

Does the noise go away completely after the car is warmed? Maybe you need to use thinner oil 0w-40.

You should get the car scanned. eBay Vag com cables 10 bucks. You can check and clear codes all day long

Also take out the purge valve and clean it with ear cleaners and some gas on the cotton ends. There will be blck crud on the cotton.
