Default Fuel filter replacement on 2.7

The fuel filter’s clamp bolt is frozen solid with the nut. The nut is not accessible by wrench as the plastic holding bracket forms a well with high walls where the nut is located.
As the bracket is plastic it could be cut.
Replacement with a large hose clamp would be possible?
The challenge is how to attach (fix) the new clamp to the chassis.

My questions are:
Is there a way to fix the new clamp to the chassis without drilling- riveting?
How the existing clamp is attached to the body/chassis?
(Could not found a manual specifying or showing a picture of the clamp to the chassis assembly)

Any suggestions?

Take it in to a shop & have them fix it. For the live of me, I do not understand why it takes 3hrs to change a fuel filter in a Audi!!!!!

Are you suggesting to pay $300 plus wasted day for a filter replacement?

Yea, I am. You can drop the straps on the fuel tank to give you a little more room, but for the life of me, I can't see an easy way to remount the bracket. Duct tape?
