Default Noise when turning steering wheel left or right

1998 Audi A6 2.6.
I'm getting a weird noise while starting the engine, also while turning steering wheel left or right. This is my first car & have no knowledge about the car. Please help me with your suggestions.

We need a better description of the noise, the conditions you hear in under and the length of time you hear it. The start up noise could be normal. You should should hear some lifter clatter until the oil pressure comes up and tightens the tensioner, about 1-2 seconds, and you should hear the secondary air pump feed additional air to the cats to clean up the start up exhaust fumes for about a minute.

For the steering wheel, check the fluid level and be sure to add only Audi specific power steering fluid (or straight mineral oil from the drug store).

I feel some kind of friction or something hold the steering wheel while trying to turn the wheel. I hear noise something when you rub your hands together. The oil level seems to be good.

For the turning aspect of your problems, check your dampening rod. Try just pushing on the side you hear the noise from when it is off and not moving. If you hear the noise it is most likely that your dampener need replacement or lubrication. I have heard noises too, so just spraying some Silicone lubricant on the whole shock itself form under the wheel well.

Did you check the power steering fluid?

It seems that power steering fluid was below the level, after refilling it worked fine.

Guys thanks for your valuable suggestions.
