Would a failing/bad steering rack produces light clunking sounds after starting off from a stop? Would a bad one also produce steering wheel groans in both directions?

I have replaced the front end suspension and my power steering systems is good. Hydraulic fluid is good with no leaks.

Anybody experience this problem before?

I have a 98 2.8L b/t/w.
