Default Should I powder coat or spray paint

my rims?

The powder coat will be professionally done for about 250

The spray paint will be done by my neighbor, and cost about 20 bucks

Will the result be much different?

I have never seen power coated alumnium rims before, but that would look 100 times better.

go for the powder coating, 10x stronger then paint and looks 10x better. You can tell when a rim has been painted or powdercoated. The color of powdercoating will also never dull or age.

You could do both but the powder coating is much more durable. If you do paint, you will need to sand and prime before you paint and you will also need to clearcoat the paint as well. If it were me, I'd powder coat.
