Default Throttle Valve Control Module A6 4.2

Is this thing (throttle valve control module) supposed to suck air the entire time the engine is running? It seems like that would get alot of dirt in the engine. My intake tuning valves are stuck too I cant find any good advice on fixing the tuning valves what should I do?

The throttle control valve controls the amount if intake air entering the engine. ALL of the combustion air which enters your engine passes through it after passing through the air filter so it should be clean.

I am not sure what you mean by Intake Tuning Valves. If you are talking about the valves in the intake manifold which change under full throttle, you will probably need to remove the intake manifold to fix them unless it is just the external vacuum actuator.
