Metal impeller water pump is aftermarket. So probably the timing belt was done before. But since it sounds like you are doing this to replace the thermostat, it makes sense to do everything.

Belts usually don't wear out. What kills them is the water pimp failing, idlers, tensioners failing. My belt looked nearly new on both sides.

Snow is not nearly as bad as ice rain, where the car and driveway becomes covered with half an inch or more of ice. Perhaps you could put a space heater in your garage.
