Water temp gauge fluctuates

Water temp gauge fluctuates
Despite changing the thermostat the water temp gauge fluctautes. Sometimes it does not move, sometimes it moves to 7, 80 or 90 degrees but it is inconsistent. When the gauge reads low temp the heater seems to pump out colder air and the fan does not seem to be as fast. Any ideas please?
