Question 2009 TT Steering Seems "Off"

I have a 2009 3.2 TT Prestige with the variable speed steering. On every road, even the level ones, it seems the steering wheel is turned just slightly to the left (counter-clockwise). I've taken it to the dealer who swears it's aligned properly. But the center spoke is far right of the center of the instrument cluster when I drive. This is worse at highway speeds. Anyone have similar story. The dealer tells me the cluster (tach and speedo) are tilted slightly as a "driver bias" but they won't give me the specs. I find this doubtful. I have four educated guesses:

1. Alignment, particularly, the toe is off and they won't fix;
2. Steering wheel was installed off-center and they won't fix;
2. Instrument cluster was installed tilted down to the right (clockwise); or
3. The variable speed steering throws off the steering wheel at highway speeds.

Does anybody have any information to confirm this. Obviously this is frustrating not only to drive, but also to have the dealer give me the run around. Thanks.
