Default Boost issue - details, please help

One night my battery decided to crap the bed. Ever since I put a new one in the car decided that it wants to limit boost to 15 psi. I have APR stage 2 software that normally can spike between 20-21 and hold around 17. I have thrown codes 17544 and 17704. I switched out the coolant temp sensor and I have only seen 17704 once since. 17544 continues to happen when it gets a bit colder. I have a liquid TT gauge and from the limited things I can see from that, it cuts the N75 from all the way open down to about 30% as soon as my boost gauge hits 15 and the command pressure is never more than 15, it was higher before.

Here is a list of what I have done so far:
-inspected any lines I can find for a vac leak
-cleaned maf with maf cleaner
-greased up my aftermarket DV
-changed my coolant temp sensor

Could I be having boost issues due to a bad thermostat? My coolant temp gauge never hits the halfway point unless it is for a brief moment on a hot summer day after a few pulls. I'm thinking maybe it is stuck open or something. Does anybody have any experience with a similar problem before I just start changing my fuel pressure regulator, fuel filter, and pay a shop to check for vac leaks that I can't find myself? Thank you in advance!

I would also like to add that I believe the turbo is fine, it pulls like bat outta hell right up until it hits 15 psi then the electronics cut the N75 by about half and hold boost at or below 15 psi.

Okay so, long story short I had a total of four codes, 16684, 16685, 17544 and 17704. Since then I have repaired a significant vac leak in a crappy, oil soaked pipe under the intake (old oil not new), and did a fuel fitler. So far the only code to repeat itself is 17704. I've already done the temp sensor so i'm thinking just a thermostat and that code will be gone. My only question is why would i still not be boosting properly? I can't find any other vac leaks, there is no issue with fueling, the maf is cleaned and reading the correct flows for APR stage 2, but when i start pushing the car it shoots right up to 15 psi but then the N75 goes from 100% down to 74 or 75% as soon as boost hit's 15, like the computer is keeping it there. It used to spike around 20 and hold (briefly) 17. I can't come up with any other reason for it to cut boost so any suggestions are welcomed!!! thank you!
