Are both right and left ballast the same?

I've had a problem with my headlight being out for some while.

I decided to buy new bulbs thinking that was the problem. That did help for about 1 month, then the bulb was out again.
I figured it must be the ballast so I purchased a new one and took the bumper removed the headlight and realized the new ballast wasnt the same. [:@]

Would the left ballast be different from the right?

Here are a couple of pics them. One on the left is passenger side ballast from my car - the right one is the one I purchased.

Some headlights have the ballast mounted internally, some externally. I have a spare set that has the external ballast whereas the ones on my car have it mounted inside the housing.

i just checked the driverside and its the same thing, its mounted outside.
In the bentley book the parts called the HID Lamp control module. which to me said ballast.
