Canadian Bumper
Highs this week aren't supposed to break 0, lows of -15, and I'm talking Fahrenheit... Its not a good time to work on cars in the northern states and canada. 
Even if you are able to remove the 'tumors', won't you still have the mounting holes underneath it?
Your best bet would probably be to source a US spec bumper.
Whats under that mess, does the crash bar itself extend out more, or is it just a foam block?

i think it's just a foam bumper, but who knows I would have to take a look when it gets warmer.
i dont mind it either, in a side profile shot it gives it a little something. it's when you look straight at the front of it, just doesnt give the car justice.
