Default Code question

Since im still having this weird starting issue, would i be able to take my car to like a local O'reilys or Autozone and scan for codes, even though my CEL is not on? Is it possible it is throwing one without the CEL on and would a normal OBDII reader or whatever it is find it?

They generally don't scan unless you have a CEL, but it doesn't hurt to ask. Yes, an OBDII reader should pick up any stored codes regardless of a CEL. Most codes don't produce a CEL, only those that affect emissions do.
