Default Combo valve is causing performance issues

For a few months, my car has been lagging, and not performing as well. It seems that my gas mileage has been going down the tubes also. I attributed this to the DV valve, or MAF sensor.. Well, before I knew it, my check engine light went on. After that, my car ran great! (when the check engine light came on) I took it to my service shop, and the scanner read that there is incorrect flow in the exhaust system. They found the combo valve to be stuck in a closed/open (I don't remember which)position, and said I need a new one (for 170.00) They cleared the code, and now it runs like crap again. My question- if it's a valve, and it's stuck, how can my performance increase so much when the check engine comes ON.??

Also, if you guys have any suggestions where to buy one that would be great.
