#16 fuse is for water pump and magnetic clutch. test your fuses with Ohm meter. May be there is a wiring connect problem.

how do i check the fuses with a ohm meter, disconnect batter? the meter should read 0 ohms? i think i have an idea.. i replace the Fan Switch, Fan Module with my Wifes Beetle, it was the same part number so i use that one, the fans never come ON unless I Remove the #16 Fuse. and they turn one at one Speed only so the Car still overheats after like 7mins at Idle. the #16 fuse has battery voltage at one of the testing point and the other doesnt have any voltage. my brothers car but im tryin to fix it. the car is being sitting there for over a month now, but i seriously dont know what could it be.

I know its been a few years since your post, but I am pacing the same problems and hoping for some guidance on how to fix it. The large fan does not come on. What could be the problem? fan itself or the Control Module? Thanks

if this will help anyone, my issue ended up being the water pump, so from the beginning, my pump went out, i drove home slowly as car was over heating, so what happened was due to the car overheating ( as i drove it home ) a domino affect took place, first my thermostat closed shut, then that triggered my fan switch and that went bad as my fans were not turning. ended up getting a new water pump, new fan switch and new thermostat, car works fine now.
