Headlights will not come on Fogs and brights do

Headlights will not come on Fogs and brights do

Both headlights stopped working at the same time. The fogs and brights still work. What has gone bad? The switch, the relay, a fuse, or did both headlights go at the same time. Has anyone else had the same issue?

I would start with the fuse.
