It's junk. I just saw it on Autoblog myself and did some investigating. Found a white paper someone wrote on it with very in depth info. Caution: PDF link

The long and short of it is that it amplifies the signal going to your throttle. Basically makes your gas pedal more sensitive. There's no appreciable gain to be had.
