ok, so all i need to do is sand them down and i can paint even with the tires on??
i wonder if i can do it with the wheels actually on the car too... is there any way to make them shine?? or can you only get a flat black with whatever paint you use

ahh found it,
here's the process:
materials needed - (2~3 cans)color of your choice Duplicolor Wheel Coat or Engine Enamel (any spray paint that withstands high temps), 300~400 grit sand paper, (2~3 cans)spray on primer (the shade is up to you + primer is optional), masking tape, clear coat (optional)
1,) take off wheels from your car (all 4 or 1 at a time) and clean them off real good.
2.) now start sanding the clear coat off the rim (the key is to use light grit sandpaper since your just trying to sand off the clear coat)
3.) rinse the wheel off of all the sanded down clear coat.
4.) wait til that dries then start the masking tape process (the tire or the lip if you have one)
5.) spray on about 2 coast of primer with 5~10 min. intervals between ea. coat of primer.
6.) now time for the paint. i'd do about 2 coats with 15~20 min. intervals, but do 3 just to be sure.
7.) now wait til that dries, and apply the clear coat if desired. take off the masking tape. rinse and repeat w/ all the rims.
8.) bolt on the wheels and enjoy the sexy look
