Over Heating No Leaks Please Help

Exclamation Over Heating No Leaks Please Help

i have a 01 Audi TT Quattro, and recently it started to overheated. I noticed that the Fans Dont turn ON at all. I Jumper each fan the Passenger's side Turn On Right away at Low Speed And High Speed but the Driver's Side Fan Didnt want to Spin So I Replaced it. but that didnt fix the problem with the Fans not Turning on at all.Next I Check the resistance of The ECT Sensor in hot and cold water. The Resistance was high in cold and low at hot, so the check Good!, So today i changed the Thermal Switch i think is also call Fan Switch located on the driver's side of the radiator and that still didnt Turn on the Fans and the car started to overheat like in the first 5-6 minutes. now I Cant Think of something else to check or replace.

Please Has Anyone had the same issued before? or anyone has an idea of what to do next or replace?

Just Now I Notice if I take Out the #16 Fuse The Fans come ON! I've Done that before I installed the New Fan Switch, And the fans before never turn On.

Does this mean anything?
