no i never heard it while driving.
why would air pass trough the DV when the engine is off tho?
the only thing i can imagine spinning for that long is the turbo...
With the turbo... you would also hear this noise while driving. Your turbo spools up and slows down while driving. If you start and stop at red lights, and stop signs that is!
If you have a hole in your diaphragm and there is still some air pressure, I could see this being a possibility with the DV.
This would also explain the inconstant length and volume of the sound upon turning the engine off. I'm really leaning towards the DV on this one.

Can you tell us anymore about the ticking?

im pretty sure the ticking is normal, as its just been serviced. its only audible on idle and outside the car. in the cabin you can't hear it.

yes remove the tip, so you can inspect the blades to the compressor. That is only thing that could change the pitch of the turbo. I would check for other alternatives first though.

so, ac = easy check, see if it does it with ac off
how do i check the dv?
any other alternatives?

if all fails, remove tip and check turbo.

Sounds like a heateror A/C fan to me (being slow like that). Have you tried it with the climate control system turned completely off? I wouldn't go near the intake / turbo / etc. until you eliminate the easy stuff.

the dv wouldnt make noise if you turn the car off, no pressure and ac is not behind the engine.

i just listened to it again, check all your intake and ic piping connections. Its pulsing so it may have some air sneaking out.

I'd like to know how you figure the DV isn't on the intake?

Regardless, the same theory applies. Just because you turn the car off doesn't mean that there isn't any pressure in the lines.
The IC doesn't have a valve that would cause that noise just on shut down. If it was a leak in any piping it would be constant until all of the pressure was released.
So, I'm still sticking with the DV.

i just tried it with all climate control off, and it doesn't do it!
i also heard it once while driving, after i revved high in first, and went into second.
guess the A/C is to blame. Any suggestions anyone?

i'm gonna get a boost guage soon, so i can make sure no air is sneaking out.

Thank God. You really don't want to remove that TIP just to try to squeeze your head under everything to attempt to look into the turbo. I guarantee you would not do this by any normal means. I swapped my TIP recently and just GETTINg to the base of that thing with my hands was a task in itself. I could not imagine trying to get my head down there to get a real look into it. I would imagine you may be able to on a lift... but seriously doubt you'd do it otherwise. not unless you had a lighted inspection mirror with a few bends in it.
