Just call the dealer parts dept. with your VIN, they will tell you the part number. There is also a TSB for the bushings that says they will replace the swaybar and the bushings.

Dumb question, but will they do this for free even if the car has been out of warranty for so long, and I do not have service history?

This has probably been answered, so I'll repeat it.

The rear bar is 14mm. Get the Neuspeed 19mm bar which comes with polyurethane bushings. The front bar should be 20mm, but measure it with calipers. I think TTSTUFF has poly bushings for about $50. They are definitely worth it.

No, you do not need to remove any linkage to install the bushings, but you should remove the wheels to make it easier. The front are a pita, but you can do it.

Alright so I've tried getting through to the dealer serivce dept.. and no luck. So maybe you can give me an answer. Will a dealer cover the Swaybar TSB, even if I bought used, private party, TT with no warranty? Or will I have to pay to have the dealer fix it for me?

A TSB is not a recall, fyi. I believe they will cover it if it's still under warranty, but if not then it's up to you.

can you measure anywhere on the front sway bar to get the overall diameter? or do you need to measure the area where the plastic sleeve goes over - with the sleeve taken off?

I emailed TTStuff and they wrote back saying that the correct one for my car are the 20mm ones. So that answers that.
