You're not gonna see a difference in the stretch bolts, unless you're using some precision measuring devices. The point is, they've been stretched once, and your torque numbers when you bolt them down will not be correct. Theres a chance they loosen up or fail. Point is, they're replaced for a reason.

I was told by a local Audi mechanic that the ECS does not include the hydraulic tensioner which is also needed....is this true?
I never heard of an "Hydraulic" Tensioner?? Here is what they list what is included in their Ultimate kit:

ECS Tuning Ultimate 1.8T Timing Belt KitThe ultimate kit just got better. Now with engine seals & motor mount bolts. Does Not come with coolant

This kit put together by ECS Tuning was assembled to include everything required to perform a proper timing belt job on your 1.8T. This complete kit includes all the parts which have been known to frequently fail. Failure of any ONE of these parts will most likely damage the timing belt and result in catastrophic engine damage. Kit includes the following parts:
[ul][*]OEM timing belt made by Continental[*]OE tensioner Roller made byNTN-Japan[*]OE tensioner assembly made by NTN-Japan[*]OE Idler roller (comes on the tensioner assembly)[*]Hepu water pump with metal impeller[*]Conti-Tech accessory drive belt[*]Behr thermostat[*]ECS/OEM motor mount bolt kit[*]Camshaft seal[*]Crankshaft seal [/ul]

Looks like it includes pretty much everything that is needed.

OE tensioner assembly made by NTN-Japan <-- Hydraulic tensioner

Its the piece you need to pull the pin on once you get the belt installed.

that's the one i was going to buy. It's $400 bucks and i believe it comes with some lightweight underdrive pulleys (i don't know what that means or how it helps my engine.. anyone want to explain this?)

Lightweight pulleys are to make rpms come on faster due to less rotational weight.
I dont think they are necessary there is a thread on VW that shows a lose of overall HP after install.

that wouldn't make sense that you would lose HP with lightweight pulleys... i'd like to see research backing this up.

It was a before and after dyno run with neuspeed pulleys.
Now that I think about it they might have been underdrive pulleys.
Ill search VW for the thread.
