Default 1997 A4 2.8 not getting fuel

The car just died while driving down the road. It cranks but won't start. I squirted starting fluid into the intake and it ran for 3 seconds. When I turn the key, I can't hear any sound from the fuel pump even when I have the fuel pump cover off. But, I heard somewhere that the fuel relay won't switch until the engine is cranking. I haven't been able to see if the pump is pumping when the switch is on how would I find out if it is the fuel pump, fuel filter or relay?

Chances are its the pump. Everything you described is what happens. Do the filter too while you replace it.

But, I'm wondering if it could just be the relay. The fuse is ok. Is there a way to check the relay?

It's possible but less likely. You can check the relay. Pull it, connect the power and ground legs to power and ground. Then put 12v to the input leg. You will hear it click if the relay is good.
