I saw a few DIY articles on ICV ( idle air control valve ) for 2.8L 98 audi a4. Here is one of them Kris' Audi Page :: Technical Articles

However, my oil cap is on the right side, not the left side (facing the car). I cannot find an ICV for the life of me. Does my 98.5 audi a4 2.8L quattro even have one?

My 98.5 2.8 30V doesn't have an ICV..

 

The AHA doesn't have a ICV. Idle is controled by the Throttle Valve Control Module. It's on the throttle body. When you do a Throttle Body Adaptation, you are syncing it with the ECM. Once that's done, the ECM controls idle. You can change the idle speed, slightly, with VAG-COM.
