Best Year for B5 A4 1.8TQM

I have been searching around a lot after I sold my 2001 A4 and even though they come with a little more power from the factory I'm told that earlier years are better. Is this true? If so why?

99.5 is said to be the best, I don't really want to explain because if you search the answer should be very easy to find.
