Cam chain tensioner - is it bad?

Cam chain tensioner - is it bad?
I’m in the middle of TB job now.
When I turn crank bolt "cam chain tensioner" is going UP and Down - is this mean that tensioner is BAD? Or it’s supposed to go UP and Down.
I’m not sure if my engine sound like diesel BUT, besides the sound like diesel what other symptoms of Bad "Cam chain tensioner"?
Car: 99.5 2.8 V6 30V Auto, 95k miles.

I just changed by timing belt/valve cover gaskets yesterday and noticed the same thing with one of the heads. Mine was doing it on the passenger side, but from the pics it looks like yours is on the drivers side head. Not sure what's up with it, but it seems odd.
