Is this what I'm looking for VCDS (VAG-COM Diagnostic System) License with KII-USB Interface plus the bently CD for my model.

Yep, KII-USB works on B5's, and if you're going to do serious work on your car (and someone is going to have to do serious work on a 10+ year old German car) that will cost you less than one visit to the dealer.
