Firewall/pedal mounts

Firewall/pedal mounts
Hi, my '99.5 1.8TQM has a really low gas pedal. I just replaced the throttle cable under the impression that it had been stretched, but it did not fix the problem. I am wondering if this is normal to feel such a low pedal on the 99.5, or if maybe something is bent under there... I cannot even force it to get higher up manually without the cable attached.
Also, when I step on the clutch/brakes all the way, the brake booster moves a little bit under the hood as if something is loose, allowing stuff to move under there. I guess some of the older Audis had a problem from braking/clutching so much that it cracked the firewall and it had to obviously be repaired. I am wondering if this could be my issue...
