Recently, my car decided not to start after running a little bit rough. The car turns over but doesn't start. I can't hear the pump running at all when I first turn the key, which leads me to believe that it's a pump or relay problem. The fuse is fine. I checked the electrical connection to the pump and it was getting about 4 volts. Is that right? I haven't checked the relay yet, but that's the next step.
