Default Gas Tank Panel

The other day i pulled up to get fuel and my gas tank was shut and locked. There seems to be a pin closing the panel from opening. To open it I had to climb in the trunk and pull the lever to open it. WTF is going on?

It's always been there!!! Shocker, I know. The locking system is vacuum operated and the gas filler cap actuator might have developed a leak. This will also cause your doors to un/lock slower. Find the leak which is likely a new actuator for the gas cap.

Where is the actuator located, in the rear quarter panel?

i did try locking/unlocking the car but the doors do lock slowly and the right rear door doesn't ever lock if i don't physically push the lock down. I really appreciate all of the help.
