I usually clean headlights by going with sandpaper first and then using a buffer machine with some compound (even the one that you use to buff your car), it cleans pretty well if its just crap on the outside and not the inside.

 

That's what I did, but cheaper than buying the sandpaper/compound/sealant separately.
